Incentive Program Administration
We identify, apply for, and manage every rebate and incentive available to your building — Con Ed, NYSERDA, federal tax credits, and more. You collect the check.
Big Menorah Energy navigates utility incentive programs, NYC Local Law compliance (84, 87, 88, 95, 97), and energy efficiency upgrades for commercial and multifamily buildings in NYC and beyond.
From initial audit through incentive check in hand, we handle the technical and administrative work so building owners capture maximum value.
We identify, apply for, and manage every rebate and incentive available to your building — Con Ed, NYSERDA, federal tax credits, and more. You collect the check.
Full coverage across NYC's building emissions and energy laws — LL97 carbon caps, LL84 benchmarking, LL87 audits & retro-commissioning, LL88 lighting/submetering, and LL95 energy grades. We track your deadlines and build the compliance pathway.
ASHRAE Level I & II audits, LL87 energy audits & retro-commissioning, LL84 benchmarking submissions, and energy use intensity analysis to establish your baseline and target highest-impact improvements.
Manual J, Manual N, and ASHRAE-compliant load calculations for commercial and multifamily HVAC systems. Proper sizing documentation required for most utility rebate applications.
Specialized consulting for assisted living facilities, affordable housing, and large residential buildings navigating overlapping NYC energy mandates and utility programs.
Post-installation M&V per IPMVP protocols, savings reporting required by utility programs, and ongoing monitoring to confirm projected energy reductions are being realized.
New York has the most complex and lucrative energy incentive landscape in the country. Most building owners leave significant dollars on the table. We don't let that happen.
Brooklyn/Queens Demand Management and the Clean Energy Fund offer substantial rebates for demand reduction, HVAC upgrades, lighting, and building controls. We handle full application and documentation.
FlexTech studies, RetrofitNY, and multifamily programs stack with Con Ed incentives. We identify which programs apply and ensure you capture both.
The 179D deduction (up to $5/sq ft for qualifying buildings) and IRA clean energy credits provide major federal-level returns layered on top of state and utility programs.
Operating outside Con Ed territory? We administer incentive programs across National Grid, Orange & Rockland, and other utility territories — including commercial accounts in other states.
We audit your building, equipment specs, and utility bills to identify every applicable program at the federal, state, and utility level.
Many programs require pre-approval before work begins. We handle the technical forms, load calculations, and energy modeling required to reserve your incentive dollars.
We work directly with your contractors to ensure installations meet program specifications and that required documentation is captured at time of installation. If you don't already have a contractor, we can also connect you with trusted, program-approved installers from our network.
We compile and submit final incentive applications, coordinate any utility inspections, and deliver post-installation M&V reports required for payment release.
Rebate issued to you directly. We track payment status and follow up with utilities until funds are received.
Five overlapping laws, one deadline calendar. We track what applies to your building and keep you ahead of every filing.
Annual energy & water use reporting via ENERGY STAR Portfolio Manager for buildings over 25,000 sq ft.
Energy audits and retro-commissioning required every 10 years to keep building systems running efficiently.
Upgraded lighting to code and electric submeters for tenant spaces in large non-residential buildings.
Letter grades (A–F) based on LL84 benchmarking data, publicly posted at building entrances each year.
Building-level carbon intensity limits with six-figure annual penalties for buildings that exceed them.
NYC Local Law 97 sets building-level carbon intensity limits that tighten in 2030 and again in 2035. Buildings over 25,000 sq ft that exceed their limits face annual fines of $268 per excess metric ton of CO₂e — fines that compound every year.
We model your building's current carbon intensity, project performance against upcoming limits, and design the most cost-effective compliance pathway — whether that's HVAC upgrades, electrification, or purchasing RECs.
We're a boutique firm. You work directly with founder Benjamin Altman — a Certified Energy Manager (CEM) with an M.S. in Environmental Engineering from Columbia University — who knows the buildings, the programs, and the people at the utilities.
Founder & Principal Consultant. Benjamin has worked in the utility energy efficiency incentive space since 2020, with experience at Willdan and Con Edison. He holds a Master of Science in Environmental Engineering from Columbia University and is a Certified Energy Manager (CEM), credentialed through the Association of Energy Engineers (AEE). He brings hands-on technical depth across utility incentive programs, NYC Local Law compliance (LL84, LL87, LL88, LL95, LL97), and HVAC load calculations for commercial, multifamily, and healthcare buildings, along with experience qualifying solar roof projects and benchmarking compliance using energy modeling, ENERGY STAR Portfolio Manager (ESPM), and Advanced Benchmarking software.
Deep familiarity with Con Ed programs, NYC Local Laws (84, 87, 88, 95, 97), and the realities of multifamily and commercial buildings in the five boroughs.
We stack federal, state, and utility incentives wherever possible. Most buildings we work with qualify for more programs than their owners know about.
We own the paperwork. Load calculations, pre-approval forms, M&V reports, and final applications — you focus on running your building.
ASHRAE-grounded load calculations, proper Manual J and Manual N methodology, and engineering-quality documentation that holds up under utility review.
Every building is different. Send us a note with your building type and we'll come back to you with a quick read on which programs apply and what the opportunity looks like.
